Wenpin Hotel is an excellent value. Background: I stayed there for 7 nights in April 2018 and I speak Chinese. Pros: Great location. Walkable to the lovely Kaohsiung Harbor and Pier-2 area with great views, shopping, and a plethora of affordable restaurants. Also just a few minutes' walk to Yanchengpu Metro Station, from which it's quick and cheap to get just about anywhere in the city. Facilities-wise, the wi-fi is fast and reliable, and the hot water for the shower worked 6 out of 7 days I was there. The hotel is on a quiet side street and there's not much noise from the outside. I slept soundly. The staff are friendly and accomodating (it helps that I speak Chinese). They printed out boarding passes for me, gave me extra hangers, and provided useful information about the area. Cons: The walls are thin. I lucked out; on only one night were there noisy people staying next to me. The breakfast is so-so, and it's too early (6-8am) for my taste. Also there's occasionally a bad smell in the bathroom, although I think this is true of all budget hotels here. Overall, a great value in my favorite city in Taiwan.
